Noelle Withers

Associate Vice President, New York City Housing and Homeless Services

Noelle Withers, Associate Vice President of New York City Housing and Homeless Services, has been with VOA-Greater New York (VOA-GNY) for 16 years. During that time, she has served in multiple capacities, including Associate Program Director of one of Greater New York’s supportive housing projects, Program Director at the Brandon Women’s Residence for three years, Associate Division Director, overseeing the agency’s Single Room Occupancy (SRO) programs for five years, and most recently as the Assistant Vice President of NYC Housing Services.

As Associate Vice President for NYC Housing and Homeless Services, Ms. Withers manages a $35 million service sector with close to 400 employees, comprised of 22 programs serving more than 5,000 clients annually. Ms. Withers oversees four Tier II shelters, with more than 330 units of transitional housing for homeless families, 10 supportive housing programs throughout the Bronx, Brooklyn, and Manhattan that provide more than 1,200 units of permanent affordable housing to formerly homeless men and women and those living with mental illness, three homeless shelters providing shelter beds to more than 450 homeless men and women each night, and four domestic violence programs, providing transitional housing to more than 200 families.

Ms. Withers has worked with the homeless population for the past 16 years and sits on the executive board of Homeless Services United, a coalition of nonprofit agencies serving homeless and at-risk adults and families in New York City. She is dedicated to serving the needy of New York City and is determined to contribute to the Mayor's plan to end homelessness. Under her oversight, the NYC Housing Services sector has maintained the highest level of quality and continues to seek new and innovative approaches to reaching and uplifting those we serve.

She holds a Master's Degree in Public Administration from the University of New Mexico.
